Gladstein, Neandross & Associates (GNA) is seeking experienced, personable and assertive individuals who possess exceptional communication, interpersonal, organizational and customer service skills to become Truck Replacement Center Advisors (TRC Advisors). Each TRC Advisor will be crucial to the implementation of the Port Authority of New York & New Jersey’s (Port Authority) Regional Truck Replacement Program, which aims to improve the environment while stimulating and enhancing the local economy. They will be responsible for performing all elements of customer service while accelerating and delivering outstanding results. Successful candidates must be bilingual (Spanish/English), friendly, motivated to help others, display the ability to implement innovative solutions for unforeseen problems, and be dedicated to delivering outstanding results in a fast-paced environment.



Job duties include but are not limited to the following:

 Become an expert on all aspects of the Truck Replacement Program, which includes the application process, program guidelines, and the rules and procedures for administering TRP grants and loans

 Provide information on all aspects of the Truck Replacement Program to truck owners who service the marine terminals, and other stakeholders

 Staff the Truck Replacement Center, located in Elizabeth, NJ (public transportation is very limited, free parking is available)

 Assist in marketing to, and recruiting, truck owners to apply

 Assist truck owners to complete TRP grant and loan applications

 Make follow-up calls to customers to collect information, schedule appointments, and update customers on the progress of their applications

 Enter customer information into a central electronic application system and into other databases as needed

 Update records of applicants and perform regular follow-ups

 Develop strong working relationships with truck owners, licensed motor carriers, and Port Authority staff

 Communicate fluently and comfortably in both Spanish and English

 Translate documents from English to Spanish and from Spanish to English

 Facilitate communication between truck owners and Port Authority staff

 Assist truck owners in evaluating the best clean truck options

 Collect and summarize information for reports

 Assist in the preparation and execution of special events

 Forward media inquires to project management team



The ideal candidate will have the following attributes:

 Bachelor’s Degree

 Excellent bi-lingual phone, written and interpersonal skills

 Two years of public relations, community organizing, marketing or sales experience

 Ability to handle multiple responsibilities

 Ability to function independently and perform well, sometimes with no on-site supervision

 Experience with community relations

 Excellent computer skills, including experience with Microsoft Office programs such as Word, Excel, PowerPoint, Outlook

 Exceptional communication, organizational, planning, and writing skills

 Detail oriented

 “Can-do” positive attitude and a willingness to learn

 Self-starter with initiative

 Able to handle complaints, even when customers are unpleasant

 Pleasant, friendly style



Other Considerations:

 Experience and/or interest in air quality, trucking, transportation, goods movement, planning or other environmental fields

 Experience and/or interest in microlending

Salary range: $45,000 - $55,000 for one year

Starting/Ending Dates: The TRC Advisor position is a temporary position and will begin on Monday, January 18, 2010 and conclude approximately one year later. Should the project be extended, the TRC Advisor may be asked to continue his/her employment.



Location and Hours: The TRC Advisor will primarily work out of the Truck Replacement Program Center, located at 1080 McLester Road, Elizabeth PA Marine Terminal, Elizabeth, NJ (public transportation is very limited, but free parking is available), weekdays approximately 9am to 5pm (30 minute lunch break), as well as some weekends, as needed. Some outreach and marketing will need to be done at other locations in Port Newark/The Elizabeth PA Marine Terminal and nearby communities.



Management: The Truck Replacement Center Advisor will be managed by a Truck Replacement Program Center Manager, who will manage the daily operations of the Truck Replacement Program Center. The TRC Advisor will occasionally receive training and direction from other GNA staff and managers.



About the Truck Replacement Program

The Port Authority of New York and New Jersey Regional Truck Replacement Program aims to replace 636 trucks with engines Model Year 1993 and older port drayage trucks with engines Model Year 2004 and newer vehicles. The purpose of the Program is to greatly reduce diesel emissions from older trucks and improve local and regional air quality. With funding assistance through the American Recovery and Reinvestment Act (ARRA) – National Clean Diesel Funding Assistance Program, the United States Environmental Protection Agency (USEPA) is providing up to $7 million dollars to the Port Authority to be used toward grants for the purchase of newer and cleaner vehicles. The Port Authority will utilize $21 million of its operating funds as a federal match and which will be used to fund a low finance loan program to these truck owners. ACCION USA will be managing the low finance loan program and will facilitate loans with an interest rate of 5.25 percent over a five-year period. This Program will provide licensed motor carriers and independent owner operators servicing the Port of New York and New Jersey (PONYNJ) marine terminals the opportunity to apply for grants and acquire financing to replace their older, drayage trucks with cleaner models. Less frequent callers, as well as owners of newer model trucks from the pool, will not qualify for this financial assistance.



About the Truck Replacement Program Center

The Truck Replacement Program Center will be located at 1080 McLester Street in Elizabeth, New Jersey, at the Elizabeth PA Marine Terminal, and will be open weekdays from approximately 9am to 5pm, as well as some weekends for special events. It will serve as a “one stop shop” for truck owners who frequent the marine terminals to visit and obtain information about the Truck Replacement Program, submit their applications for grants and loans, and finalize any additional paperwork before receiving their newer cleaner truck. The Center will be staffed by Truck Replacement Center Advisors who will assist these truck owners with all of their questions, help them gather the necessary information, and assist them in the grant application processes. The Truck Replacement Program Center will be the focal point of the implementation of the Port Authority’s Regional Truck Replacement Program.
